The EU as a hub

In a recent posting on Nettime, Felix Stalder gives some rather nicely formulated ideas about the EU, reporting from a transeuropean pic-nic in Serbia.
He proposes us to think about EU not as a state, but as a gigantic coordination mechanism. It has a relatively small hub (‘Brussels’), trying to get others nodes in a network – some bigger, others smaller than itself – to behave in a way that things can flow between them more easily. The power of the EU, then, rests on its ability to include or exclude nodes.
